What Does "Dark Chocolate" Really Mean?

Cocoa Percentage, Sugar, Roast Level and the Surprising Meaning of "Dark"
A common question in our chocolate shop is:
"What is the darkest chocolate you have?"
We usually point to our selection of 100% chocolate - the chocolate with no added sugar.
"No, I don't want anything that dark."
That exchange reveals something interesting. Although most people recognize the term dark chocolate, it can mean several different things. One person may be asking for chocolate with less sugar. Another may want a stronger roasted flavor. Someone else may simply want chocolate that tastes rich without being especially bitter.
Many people also see the light-, medium- and dark-roast descriptions on our labels and assume that a dark roast must be "darker chocolate." Roast level, however, does not determine whether chocolate is milk or dark. It also does not tell you how much cocoa or sugar the chocolate contains.
To understand dark chocolate, it helps to separate several characteristics that are often confused:
- Cocoa percentage
- Sugar content and sugar type
- Milk content
- Roast level
- Cocoa origin and flavor
Each affects the finished chocolate, but they are not interchangeable.
A Brief History of Dark and Milk Chocolate
For much of chocolate's history, chocolate was consumed as a beverage rather than as the solid bars we know today. Sweetened chocolate drinks became fashionable in Europe after cocoa arrived from the Americas, although chocolate remained expensive and was largely enjoyed by wealthy consumers.
The modern eating-chocolate bar emerged during the Industrial Revolution. In 1847, the British chocolate company J.S. Fry & Sons produced what the Smithsonian describes as the first molded eating-chocolate bar by adjusting the amount of cocoa butter in the chocolate. [1]
Those early bars did not contain milk. What we now call dark chocolate was simply chocolate.
Milk chocolate followed several decades later. In 1875, Swiss chocolatier Daniel Peter used condensed milk supplied by his neighbor Henri Nestle while developing the first commercially successful milk chocolate for eating. [2]
This history helps explain the basic distinction:
Dark chocolate is made primarily from cocoa ingredients and sugar. Milk chocolate adds a significant amount of milk or milk-derived ingredients.
What Legally Counts as Dark Chocolate?
There is no single worldwide definition of dark chocolate.
The word dark is commonly used by chocolate makers and consumers, but regulations vary by country. In the United States, it is not a separately defined federal chocolate category.
Dark Chocolate in the United States
The U.S. Food and Drug Administration defines categories such as sweet chocolate, semisweet chocolate, bittersweet chocolate and milk chocolate.
Under 21 CFR section 163.123: [3]
- Sweet chocolate must contain at least 15% chocolate liquor.
- Semisweet and bittersweet chocolate must contain at least 35% chocolate liquor.
- Sweet, semisweet and bittersweet chocolate must contain less than 12% total milk solids.
Under 21 CFR section 163.130, milk chocolate must contain at least: [4]
- 10% chocolate liquor
- 12% total milk solids
- 3.39% milkfat
These are legal formulation standards. The regulated measurement of chocolate liquor is not necessarily identical to the consumer-facing cocoa percentage printed on a modern artisan chocolate bar.
In everyday American usage, semisweet and bittersweet chocolates are commonly grouped together as dark chocolate. However, there is no single U.S. percentage at which chocolate automatically becomes "dark." One manufacturer may describe a 50% chocolate as dark, while another may reserve the word for chocolate containing 70% cocoa or more.
Dark Chocolate Does Not Automatically Mean Dairy-Free
This is important for anyone avoiding milk.
U.S. regulations permit dairy ingredients - including milk, milkfat, butter, cream and dried milk - in sweet, semisweet and bittersweet chocolate, provided the finished product remains below the applicable milk-solids limit. Emulsifiers are also permitted at up to 1% of the product. [3]
A product labeled dark chocolate is therefore not necessarily dairy-free. Anyone with a milk allergy or dietary restriction should read both the ingredient list and the allergen statement rather than relying only on the words dark chocolate.
European Definitions
European Union rules are structured somewhat differently.
Under Directive 2000/36/EC, a product sold simply as "chocolate" must contain at least: [5]
- 35% total dry cocoa solids
- Including at least 18% cocoa butter
- And at least 14% dry nonfat cocoa solids
EU milk chocolate must contain at least: [5]
- 25% total dry cocoa solids
- 14% dry milk solids
- 2.5% dry nonfat cocoa solids
- 3.5% milkfat
- 25% total fat from cocoa butter and milkfat
The EU directive also permits quality descriptions to accompany the word chocolate when the product contains at least 43% total dry cocoa solids, including at least 26% cocoa butter. [5]
The French Definition of Chocolat Noir
French government consumer guidance is more explicit about the word noir, meaning dark or black.
In France, chocolat noir is treated as a quality description indicating at least 43% total dry cocoa solids, including at least 26% cocoa butter. [6]
This may be the European or French minimum people have heard about. It is a useful regulatory benchmark, but it is not a universal worldwide definition.
A 43% chocolate can meet the French requirement for chocolat noir, yet it will generally contain considerably more sugar than the 70% to 100% chocolates commonly associated with modern artisan chocolate.
Cocoa Percentage: The Best Place to Start
The percentage printed on a chocolate bar tells you how much of the finished bar comes from cocoa-derived ingredients. [7]
Depending on the recipe, that total may include:
- Ground cocoa beans, also called chocolate liquor or cocoa mass
- The cocoa butter naturally present in the beans
- Additional cocoa butter
- Cocoa powder, if it is used
The percentage is not simply a measurement of the dark-colored cocoa solids. Additional cocoa butter also counts toward the cocoa percentage. [7]
In a simple chocolate made only from cocoa ingredients and sugar:
- A 70% chocolate contains approximately 70% cocoa ingredients and 30% sugar.
- An 85% chocolate contains approximately 85% cocoa ingredients and 15% sugar.
- A 100% chocolate contains cocoa ingredients and no added sugar.
When ingredients such as milk, vanilla, lecithin or other additions are used, the arithmetic becomes more complicated. Even so, cocoa percentage remains the best starting point when comparing the relative amounts of cocoa and sugar in similarly formulated bars.
Higher Cocoa Percentage Usually Means Less Sugar
When comparing simple chocolate recipes, a higher cocoa percentage usually means less sugar.
A 74% chocolate generally contains less sugar than a 70% chocolate. However, this does not guarantee that the 74% chocolate will taste less sweet, more bitter or more intense.
We do not experience sweetness in isolation. Our perception is influenced by:
- Aroma
- Acidity
- Bitterness
- Astringency
- Texture
- Roast level
- Flavor associations
- The natural character of the cocoa origin
- The type and quality of sugar used
This is why cocoa percentage is useful - but cannot completely predict flavor.
Sugar Is More Than a Number
Sugar is often discussed only in terms of quantity. A 70% chocolate has more sugar than a 74% chocolate, and a 100% chocolate has no added sugar.
But the type and quality of sugar also matter.
Sugar is an ingredient with its own aroma, flavor and aftertaste. A chocolate maker must decide not only how much sugar to use, but also which sugar will best support the natural character of the cocoa.
Cane Sugar in Artisan Chocolate
Many artisan chocolate makers primarily use natural cane sugar, often with minimal bleaching or refining, rather than selecting sugar solely as a low-cost source of sweetness.
At Fresco Chocolate, we use natural, unbleached cane sugar. In our experience, it provides a clean, pure sweetness without distracting chemical or metallic impressions. Our goal is for the sugar to balance the cocoa without covering the character of the cocoa.
The sugar should support the chocolate - not become the dominant flavor.
Cane Sugar and Beet Sugar Are Not Always Identical in Flavor
Both cane sugar and beet sugar are sources of sucrose. USDA recognizes sugar derived from both sugarcane and sugar beets, and the sucrose molecule itself is the same regardless of plant source. [8]
However, commercially produced sugars can retain extremely small amounts of source- or processing-related compounds that affect aroma and flavor.
In a peer-reviewed sensory study, consumers were able to distinguish cane sugar from beet sugar by aroma and by combined aroma and taste. A trained panel described the tested beet sugars as having more off-dairy, oxidized, earthy and burnt-sugar characteristics, while the cane sugars showed more fruity aroma and sweet aftertaste. The researchers found that much of the distinction came from volatile aroma compounds rather than the basic sweet taste of sucrose. [9]
This does not mean that every beet sugar tastes unpleasant or that every cane sugar is superior. It does demonstrate that sugar source and processing can create sensory differences - and that sugar should not automatically be treated as a completely flavorless ingredient.
Sugar Selection in Industrial Chocolate
Large industrial manufacturers may source refined cane sugar, beet sugar or other permitted nutritive sweeteners according to regional supply, purchasing contracts, manufacturing requirements and commodity price.
Sugar prices and availability vary with growing regions, government policies, transportation and market conditions. Industrial sourcing decisions may therefore be driven partly by cost and supply consistency rather than by the subtle flavor contribution of the sugar. [10]
That approach makes sense for a manufacturer producing very large quantities of chocolate that must taste consistent from one production run to the next.
An artisan maker working with distinctive cocoa origins may take a different approach. When the goal is to preserve delicate fruit, floral, nutty or earthy cocoa flavors, even a small flavor contribution from the sugar can matter.
Alternative Sugars
Some artisan chocolates use alternative sweeteners such as coconut sugar, date sugar, maple sugar, muscovado or other less-refined sugars.
These sugars can bring their own caramel, molasses, dried-fruit or roasted flavor characteristics. Coconut sugar and date-derived sweeteners also contain compounds beyond purified sucrose because they come from different plant materials and undergo different processing. [14, 15]
These additional flavors may be desirable in a particular chocolate recipe. They may also compete with or obscure the natural flavor of the cocoa.
No single option is automatically right or wrong. The important point is that the sugar used to sweeten chocolate is a flavor decision, not merely a cost or percentage decision.
A Specific Example: Our Madagascar 74% Light Roast
We regularly see the difference between measurable sugar and perceived sweetness in our chocolate shop.
When customers taste our Madagascar 74% Light Roast chocolate, most say it tastes sweeter than many of our chocolates made with 70% cocoa.
Mathematically, the opposite might be expected. Our 74% chocolate contains approximately 26% sugar, while a similarly formulated 70% chocolate contains approximately 30% sugar. The Madagascar bar has less sugar, yet many people perceive it as sweeter.
Madagascar cocoa is naturally bright, acidic and fruit-forward. Its flavor can suggest red berries, citrus and other ripe fruits. We use a light roast to highlight this natural origin character rather than covering it with heavier roasted flavors.
Those fruit flavors do not come from added fruit. They are naturally present in the cocoa.
The fruity character can nevertheless influence how the brain interprets sweetness. Sensory research has shown that aromas associated with sweet foods can increase perceived sweetness even when the actual sugar concentration does not change. [11]
Our Madagascar chocolate is therefore a practical example of an important principle:
The amount of sugar is measurable. The experience of sweetness is perceived.
The Madagascar bar can contain less sugar yet taste sweeter because its fruit aromas, bright acidity and clean cane-sugar sweetness change the overall flavor experience.
By comparison, a 70% chocolate from another origin may contain more sugar but feature earthy, woody, nutty, heavily roasted or more strongly bitter flavors. Those characteristics may make it seem less sweet.
Research comparing dark chocolates with different origins and cocoa percentages has likewise found that cocoa percentage alone does not completely predict the temporal experience of sweetness, bitterness and astringency. [12]
Acidity is another source of confusion. A naturally bright or acidic chocolate is not "less dark." Acidity describes part of its flavor profile. It does not tell you how much cocoa or sugar the chocolate contains.
Dark Chocolate and Milk Chocolate: What Is the Difference?
The most useful distinction between dark and milk chocolate is found in the ingredients.
A Simple Artisan Dark Chocolate May Contain:
- Cocoa beans
- Sugar
- Sometimes additional cocoa butter
A Simple Artisan Milk Chocolate May Contain:
- Cocoa beans
- Sugar
- Milk or milk powder
- Sometimes additional cocoa butter
Milk changes much more than the color of chocolate. It softens cocoa intensity, changes the texture and mouthfeel, and introduces creamy, dairy and sometimes caramelized flavors.
Milk chocolate also commonly contains a lower percentage of cocoa and a higher proportion of sugar than dark chocolate. However, this is not an absolute rule. High-cocoa milk chocolates and relatively low-cocoa dark chocolates are both possible.
Dark chocolate generally gives the cocoa a more prominent role. This makes differences in cocoa origin, fermentation, roasting and chocolate-making technique easier to recognize.
Still, the words milk and dark describe broad chocolate families. They do not provide a complete flavor description.
Artisan and Industrial Milk and Dark Chocolate
The terms artisan, craft and industrial describe general approaches to formulation and manufacturing. They are not universal legal definitions of chocolate quality.
Artisan Chocolate Often Has a Short Ingredient List
A simple artisan dark chocolate frequently contains only two ingredients: cocoa beans and sugar. Some makers add cocoa butter to modify melt, texture or viscosity, creating a three-ingredient recipe.
Artisan milk chocolate adds milk or milk powder, and may also contain additional cocoa butter.
A short ingredient list allows the character of the cocoa beans, the choice of sugar and the maker's processing decisions to remain at the center of the experience.
Industrial Chocolate May Contain More Functional Ingredients
Industrial milk and dark chocolates are often formulated for:
- Consistency across very large production runs
- Predictable viscosity
- High-speed manufacturing
- Controlled melting behavior
- Cost management
- A familiar flavor that remains consistent from year to year
Depending on the product and the country in which it is sold, the ingredient list may include:
- Emulsifiers such as lecithin or PGPR
- Natural or artificial flavorings
- Additional milkfat
- Added cocoa butter
- Other permitted vegetable fats
- Refined cane or beet sugar
U.S. standards permit emulsifiers at a combined level of up to 1% in standardized sweet and milk chocolate. They also allow various dairy ingredients and natural or artificial flavorings. [3, 4]
European regulations permit certain approved vegetable fats other than cocoa butter at up to 5% of the finished chocolate, provided that the minimum cocoa requirements are still met. The label must clearly state that the product contains vegetable fats in addition to cocoa butter. [5]
These ingredients serve practical purposes, and their presence does not automatically mean that a chocolate is bad. However, a longer or more complex ingredient list can change texture and flavor, and may make it more difficult to taste the character of the cocoa itself.
The best way to understand a chocolate is to read both the cocoa percentage and the ingredient list.
Roast Level Is Not Cocoa Percentage
At Fresco Chocolate, our labels identify chocolates as light, medium or dark roast.
These descriptions tell you how we roasted the cocoa beans. They do not tell you whether the bar is milk chocolate or dark chocolate, and they do not tell you how much sugar it contains.
A 70% light-roast chocolate and a 70% dark-roast chocolate have the same cocoa percentage. What changes is how the roasting process develops and transforms the flavors within the cocoa beans.
Depending on the cocoa origin and the roast profile:
- A light roast may highlight delicate fruit, floral or bright cocoa characteristics.
- A medium roast may balance origin character with deeper developed chocolate flavors.
- A dark roast may emphasize roasted, nutty, caramelized or traditional cocoa notes.
These are tendencies, not rigid rules. A light roast is not automatically more acidic, and a dark roast is not automatically more bitter.
A controlled study of 100% chocolates made from three cocoa origins evaluated 27 roasting treatments with 145 consumers. The researchers found that changing roast time and temperature affected perceived bitterness, sourness and astringency, and that optimized roasting could reduce these sensations in unsweetened chocolate. [13]
Roast level is therefore a chocolate-making decision, while cocoa percentage is a recipe measurement.
Calling a bar "dark roast" does not mean it contains more cocoa, less sugar or no milk.
What Is 100% Chocolate?
One hundred percent chocolate is the clearest answer to the question:
"Which chocolate contains the most cocoa and the least added sugar?"
It contains 100% cocoa-derived ingredients and no added sugar. In its simplest form, it consists entirely of ground cocoa beans. Some 100% chocolates may also contain additional cocoa butter, which is itself derived from cocoa. [7]
That makes 100% chocolate the darkest chocolate by composition - but it does not mean every 100% chocolate tastes the same.
Depending on the cocoa origin and the way it is made, a 100% chocolate can taste:
- Fruity
- Floral
- Nutty
- Earthy
- Woody
- Spicy
- Deeply roasted
- Bright and acidic
- Strongly bitter
- Surprisingly mild
A carefully selected cocoa origin and a well-developed roast can make a 100% chocolate much more approachable than many people expect. Research confirms that roast choices can substantially change the bitterness, sourness and astringency of unsweetened chocolate. [13]
Still, 100% chocolate contains no sugar to balance the cocoa. It offers one of the most direct expressions of the cocoa bean and the chocolate maker's process.
For some people, that is exactly what they want. For others, a chocolate in the 70% to 75% range provides a more enjoyable balance.
